I don't believe in it. If the rules are unrealistic, ineffecient, irrelevant, convaluted, then I think they should be bent, if not broken. If you've got a good case, never be afraid to break the rules. That's pretty much what I'm saying.
Don't be a sheep, don't follow, especially if you know things can be done better. You can cut the bureaucracy, and still be organised. You can fcuk the system, and still acheive your goal - probably faster.
